The mobile cluster of Torino covers roughly 1 million inhabitants. The city of Torino has a long manufacturing tradition, notably in the automotive industry. Measures are now taken to modernise the entire industrial sector. Plans for new telecommunications and logistical infrastructure are in place.

The penetration rate for mobile phones in Torino is very high, and cost for usage are seen as reasonable. Furthermore, awareness of mobile services is good as are the attitudes among the local population.

In December 2002 the Torino Wireless Foundation was established, as an initiative to build a cluster platform involving national and local authorities, enterprises, universities and financial institutions. Torino Wireless is dedicated to ICT and solutions for transmission of multimedia services to mobile customers.
Torino has an impressive number of international networks. The voluntary public association Torino Internationale, with around 400 members from all parts of society, may be an important reason for this score, as it has managed to open the doors to the international market.
